Conspiracy is a card type for cards that are not cast, not permanents, and not part of your deck. A Conspiracy card begins the game in the command zone before opening hands and remains there. You don’t play it from your hand, it never resolves, and it never enters the battlefield; its abilities affect the game from the command zone. Some alter how a game is set up or how choices are made during play.
In a game, Conspiracy cards serve a supporting role instead of taking up a deck slot. They are used in casual multiplayer drafts and similar settings to give the player who has them a persistent advantage or rule change. Because they stay in the command zone, they don’t interact like spells or permanents and aren’t removed by effects that affect those card types.
